  1. Latino or Latina is used for anyone who is a descendant of a Spanish oriented family either living or not living is a spanish speaking country.


  2. I read that the proper terms to use were latino/a for those born outside the US, and hispanic was the term used to those of latin heritage born in the US.

Historically speaking, latino or latina are people who are born and/or live in a country where it's language is of Latin root (Italian, Spanish, etc) As practically all South and Central America was "conquered" by either Spanish or Portuguese conquerors, once Spanish or Portuguese were officially made official languages, everyone born there was declared latin.

    However, the name "latino" is the ethinicity term given by the US to anyone coming from a spanish speaking country in Central, South America or the Caribbean. The US says latino is a race, it is not, it's an ethnicity which tells you that you were born (or belong to) a country where a latin language is spoken. So if you were born in Mexico, Cuba, Chile, Argentina, Panama, Puerto Rico, Peru, etc, yes you are considered latino.
