It is a suspension. The starch is not fully dissolved into the water and hence the mixture has liquid and solid like properties in the correct ratios.

It depends. If you move it slowly, it acts as a liquid. If you move it too quickly, it acts as a solid.

There was a Mythbusters episode where they mixed cornstarch and water in a concrete mixer and then dumped it in a large vat. The guys were able to sun across the surface. If they stopped, they sunk into the vat.
