Total CPU usage is a measure of how much time the CPU spends on user applications and high-level Windows functions.  The only way to lower it is to turn off any un-needed programs, which should lower the cpu usage making your computer run faster.

If you have unusually high CPU usages, it may be caused by malware (virus, spyware, trojans, etc.)
