There is a difference between the two.  

Here in the United States the FAA has requirement in the Code of Federal Regulation (CFR) CFR 65 Subpart D that explains the requirements to hold a U.S. certificate.  First the mechanic can test and receive an airframe (A) or powerplant (P) certificate or both known as an A&P certificate NOT a license.  The certificate is a privilege and can be revoked or suspended by the FAA.

This certificate allows the mechanic to work on any type of aircraft providing the meet the recent experience requirement in CFR 65.83 for the airframe they want to work on.

In other countries the CAA of the host country will issue a mechanic certificate for a single make or model aircraft and that is all they can work on.  Each make and model has to be added to the certificate.  Mechanic holding a CAA certificate cannot perform return to service on N-number registered aircraft you have to hold an U.S. FAA airframe or powerplant certificate.

Here in the U.S. many companies will pay addition money for each certificate held, but not always.

Airframe and Powerplant (A&P) Mechanic is the American term for a licensed aircraft maintenance engineer.  There is little difference in job knowledge, education or responsibilities.  If there is a difference in pay, it is based on the type of company the mechanic is working for.
