that is the folder usually found in your C drive in which certain applications' settings and documents are stored for each particular user.

also, windows stores some settings there, such as your desktop icons (click on documents and settings>>click on your username>>click on desktop)

for example, once, i was typing something in Microsoft Word and the power went out all of a sudden. the first thing i did when i rebooted was check the documents and settings folder for my document which had been autosaved by Word (because I hadn't saved it). see what the name "documents and settings" means now?
