  1. It usually means that everyone has access to education, without regard to financial status.  It usually refers to a system of government-subsidized schools, so that not only the wealthy can afford to send their children to good schools.


  2. Covering the 'learning styles' of every individual (or at least the majority from a Political stand point).

    Load of c**p really, if you can't learn what's taught -- don't bother!

It reminds me of "a chicken in every pot", or, a political slogan to get people to consider you as the best candidate.  Getting everyone into school, which is something some countries have managed to do and have a high literacy rate, whereas others have homeschooling or no schooling, depending on their culture and social status.  Thinking global, many African countries fall into the latter, Thailand being a leader in the former as do most Asian countries.  The US leads the way in homeschooling for better or for worse.  Of course, the cost of education to "all" depends on the societies willingness to foot the bill.
