they may be refering to what is also known as solder spiders, it was reported that some solder joints(due to blending of unlike metals) can actually form "hairs" that can cause circuit board failures and possibly a short circuit that can result in a fire

Electricity cannot leak.  It's not clear what you are referring to.

Electricity causes fires two ways.  Overloading the current capacity of a conductor causes the conductor to heat.  Too much heat causes the insulation or other items in proximity to catch fire.

Sparks are also causes of fires.

Most home and business fires are from overloading circuits causing the wires to heat up.

I have never hear the term "Electrical Leakage" before.

Electrical fire are caused by overloading circuts, cuts in the wireing, old wireing thats cracked because of age or animals, fluids spilled near or on the circuts and plugs, sparks from old and cracked wireing.
