What is emotional development?

ok so i was on this board thing on the internet where people would talk about their childrens disorders.oneof the kids has TS,OCD,and ADHD.and one of the other parents said these disorders could slow down emotional dev.what does she mean?and just to say,i have TS,OCD,ADHD,and bipolar.could these disorders slow down my emotioal dev.?and im 14 BTW.
