  2. Emotional Disturbance in terms of special ed. is a label that qualifies people for services, either with a 504 plan, or an IEP. People labeled ED often times have depression or anxiety disorders, or behavioral disorder. Generally, people with this label are not dangerous, they just have some kind of trouble that is interfering with their learning. Sometimes a person with the label of ED has other difficulties to accompany it, such as a learning disability.

    Inappropriate types of behavior, such as aggression or self-injurious behavior

    Hyperactivity (short attention span, impulsiveness) e.g ADHD

    Withdrawal or a general pervasive mood of unhappiness or depression (failure to initiate interaction with others, retreat from exchanges or social interaction, excessive fear or anxiety)

    Development of physical symptoms or fears associated with personal or school problems

    Immaturity (inappropriate crying, temper tantrums, poor coping skills)

    An inability to build and maintain relationships with peers and teachers

    Learning difficulties that cannot be explained by intellectual, sensory, or health factors (and the student is performing below grade level)

    "...a condition exhibiting one or more of the following characteristics over a long period of time and to a marked degree that adversely affects a child's educational performance--

    (A) An inability to learn that cannot be explained by intellectual, sensory, or health factors.

    (B) An inability to build or maintain satisfactory interpersonal relationships with peers and teachers.

    (C) Inappropriate types of behavior or feelings under normal circumstances.

    (D) A general pervasive mood of unhappiness or depression.

    (E) A tendency to develop physical symptoms or fears associated with personal or school problems." [Code of Federal Regulations, Title 34, Section 300.7(c)(4)(i)]

    As defined by the IDEA, emotional disturbance includes schizophrenia but does not apply to children who are socially maladjusted, unless it is determined that they have an emotional disturbance. [Code of Federal Regulation, Title 34, Section 300.7(c)(4)(ii)]

    The 'treatment' is classes that are supposed to focus on behavior, rather than academics. In these classrooms, most have level systems or other type of behavior improvement programs. All of the students have qualified for Special Education services and have IEP's.

    Excluding people with 'social maladjustments' is supposed to address folks who have grown up in poverty, children who have had negative role models or different/ineffective parenting.

    The term includes children who are schizophrenic. The term does not include children who are socially maladjusted, unless it is determined that they are seriously emotionally disturbed.

    People who are classified as Emotionally Disturbed usually have had traumatic experiences.  Most have depression and/or anxiety issues, as well as anger issues.  

    One of the big differences about ED  diagnosis is that  undesirable behavior is not a choice to "get out of work or responsibility" it's a manifestation of symptoms and issues that the person is experiencing.

    Most types are quite treatable if the person wants to improve things.  Treatments might include medicine, therapy, diet or a combination of these.
