  3. The ability to appoint those that can accomplish the directives of the executive. The ability to oversee to the highest standards carrying on the consitution or other rules ot the organization that the executive is associated with.

    Basically the ability to LEAD. It is important to have experience in such because only those that have worked under the stresses of command and responsibility can be trusted to hold up under the stress... kind of like you don't want your Squad Sgt. folding up when the bullets start flying...

  4. Executive experience is important in a job where you have to put what is  best for the many over the individual.  It means that you might be sorry that that under producing employee will be fired, but budget constraints dictate that you do so.

    Executive experience makes it easier to say no if you really have to.
