The German government will hand out a Fiktionsbescheinigung if the paperwork for the residence permit is not completed. Or - like HZ explained - if a visa/permit has expired and the extension being processed. Basically it's nothing more then a temporary residence permit.

It seems to be a document that allows a person to stay in the country with an expired visa, while their application for extension is being processed.
