I assume your computer has a IEEE 1394 port since you say you have the cable plugged in. Your computer also has to have the IEEE 1394 port enabled which means it has to have the proper driver installed.

I can only tell you how to check on Windows XP, but it should be relatively similar on Vista. Click Start> Settings> Control Panel> System to get the System Properties dialog box. Select the Hardware tab and click Device Manager. In the list of devices you should see an IEEE 1394 Bus Host Controller. Double-click that entry to expand it out and you should see the actual device listed. Double-click that device to see its properties. The General tab should tell you if the device is operating properly. If not, you need to install the proper driver for the IEEE 1394 port you have installed.

You also have to have a video capture program installed. You should have one included on the CD-ROM you got with your camcorder. Without a video capture program, you cannot import your video.
