What is flash metering? What does it do?

when you use a flash meter you can use it many ways i will talk of the way its mostly used

one uses a flash meter to measure the correct fstop for an exposure, if say shooting a model you hold the meter under the models face then fire the flash, the meter gives a reading like f11 and so many points of that stop, like f11.5 - which is f13 i think - well thats what i do,

if you use more than one flash or a tungsten constant light or whatever combination then you must take readings from each source and do a little maths to put it together, mostly the model example is used
