It is akin to gathering, as you are "scavenging" for resources vital to survival: food, shelter, toolmaking, etc.  It can be considered part of hunting/gathering.  It is significant because knowing the proper materials you need and what edibles can be found are a key factor in survival, whether in an emergency or settling in an area.
