Foundation is used for giving the skin coverage from uneven skin tone, blemishes/acne, or other discolorations or flaws in the skin.  You apply it after moisturizer and usually (although not always) before concealer.  You can either use your fingertips or a make-up sponge to apply sparingly all over your face, being careful to blend at the jawline.  To test a color that's right for you try applying it to the inside of your wrist and gently blending.  It should look as natural as possible.  

For oily/acne prone skin try: Neutrogena Skin Clearing Foundation

For normal skin try: Maybelline Pure Make-up Foundation.

Foundation helps even the skin tone. You should put it on after moisturizer and before powder. The best brand for you depends on your skin. I like MAC because they have a shade that matches my skintone well. Drugstore brands don't do a very good job of that. Best regards.

It's used to even out your skin, give slight coverage.  I like mineral foundations because they feel like you are wearing nothing but give great natural looking coverage.

My routine:

Cleanse

Moisturize

Before the moisturizer completely dries I put on mineral concealer on my pimples and under eyes

Then when the moisturizer is completely dry I put on foundation with a kabuki brush

Then some blush

Then finishing powder to make it set and stay well.

Then any eyeshadow/lipgloss.
