What is free music?

Some websites offer full downloadable music. I understand that this is ok with personal use but what if I want to insert such music as background for an appplication or program I develop, variants:

A. Commercial

B. Non-commercial, freeware

What are the legal implications? Is there any website with totally free music for any usage?

music on web is for your use. it is depend upon you to use commercial or non-commercial.

I think free music is released for public use, like a lot of gospel music.  Amazing grace, Jesus Loves Me, etc.  Ones that are in hymnals and such.  I am not sure though about more mainstream stuff.  Did you try to Google it?  Or try Wikipedia?  You might even call up a Copyright/Publishing company.
