What is going on with the cobo hall in the ficano proposal in oakland county?

I'm doing a project in ap gov and i need help understanding why oakland county is involved in this when cobo hall is in wayne county

Oakland County benefits from events at Cobo and may be asked to help pay for it.  All three counties have been involved in helping to pay for several major projects that benefit the entire region.
