What is happening? Am I infected how can I stop this?

I have to scanners and they dont find any spyware or virus and says there arent any threats, but later windows pop up and say to download something, ( I always exit out imediately) then I scan and it says it was a "tracking cookie" so I delete it, but later on it hapens all over, this website pops up trying to download say stuff or things just poping up, what is happening??

It sounds like you may have smitfraud virus.
