The least killifish is barely an inch.  It is rarely seen in petshops, but can be readily purchased over the internet.  The celestial pearl danio is around 2 cm, but it is an endangered species.  You can occasionally find them at pet shops though and it retails for around $11, however it is relatively easy to breed, and the price is expected to come down as it enters commercial breeding, and becomes more available.  I think there is also a species of pygmy glassfish that is under an inch, but that one is rarely seen in the hobby.
