What is herb crust (one of the ingredients for cooking)?

I have heard of it before.  I always thought it was just putting some herbs into your pastry.  I don't know how just herbs would make a crust on something.

The only time I have ever heard of herb crust was as a technique in cooking, such as having fish that was herb crusted.

Using herbs as a coating. but I have never heard of herb crust as an ingredient. You may want to double check your recipe.
