  1. In one photo I looked up, it did look like a chain.  The second photo I checked, it was definitely a set of scales, as in scales of justice.  St. Michael is the leader of the forces of heaven in their triumph over the powers of h**l. He has been especially honored and invoked as patron and protector by the Church from the time of the Apostles.  He is also the patron saint of grocers, mariners, paratroopers, police and sickness.  Catholics invoke his protection from the devil and other evil spirits.  So I guess this would explain both the sword and either the chain or the scales of justice.  I hope this answer makes sense.

  2. It seems to depend on which image you look at.

So far I've found images of St Michael with scales, chain and an orb.

    Saint Michael - The Archangel

    Feast Day September 29

Patron saint of Brussels, the sick, those in battle, those tempted or at sea.

Saint Michael is one of only three angels to be venerated (the other two are Gabriel and Raphael).

Michael was thought to have appeared during a plague in Rome, gathering the souls of those who had died. This may the origin of the spiritual song "Michael Row the Boat Ashore" and may be the reason he is the patron saint of death or of those in danger of dying.

He is also known as a warrior saint, who protected soldiers and provided victory over the forces of evil. He was often invoked by military leaders as a sign of having God on their side.

In art, he is usually shown with a sword, battling or standing in victory over a dragon, snake or Satan.
