What steps would I have to take to get a Passport?

If you are a US citizen in the US, then take your birth certificate and driver's license to a passport center (often a major post office) they are listed online.  You will also need to take two passport pictures (you can get them at Walgreens).  You will have to answer a bunch of question and wait several weeks for your passport.

Oh, and they will want some money too.

It depends on what   country do you lived;usually the Department  Of Foreign Affairs will ask the applicants to submit to their office the original birth certificate(authenticated from NSO)NBI;passport size I.D. pictures;voter's affidavit or any valid company I.D.
