Green onions and scallions are the same depending on where you are in the country. Spring onions are slightly different (their green part is thinner). Shallots are totally different.

A shallot is a completely different vegetable.  It is a small-ish bulb with skin the color of an onion's skin but the inside is a little like garlic with different "cloves".  The taste is like a really garlicky onion.
