The word hypocrite comes to mind.  Your teacher is allowed to share with you the writings of others provided he doesn't say he wrote them.  You on the other hand cannot take someone else's writings and pretend you wrote them.  If you use someone else's writings, you are to briefly quote them and give them credit in the report.  If you believe your teacher is plagiarizing, I suggest you make your parents aware of it and decide what, if any, action you plan to take.

    Illegal is a beter one.
