I'm not sure that condition has a proper name.  I've always seen the same-word-for-multiple-number (e.g. singular deer, plural deer) lumped in the category of 'irregular plurals', which includes things that don't do the boring plural forms (e.g. singular dog, plural dogs), such as (singular ox, plural oxen).
