I know there is a word for it, but i don't know what it is called, but when you get your p***s snip off at birth, part of the top to keep it from getting any sexual disease of some sort, what is the process called?

It is called circumcision and is in fact male genital mutilation.

genital mutilation, it's only truly a circumcision if it's done for an immediate medical need, circumcision does not protect from STD's, that study has long been considered invalid due to improper research methods
