does anyone know what the white soapy looking stuff is that is all over the asphalt roads when it rains? It also happens sometimes when you hose down a driveway that is paved.

  1. I have been told it is an oil emulsion from the asphalt and it happens within the first minutes of a rainfall due to the difference in temp of the road and rain
