What is it when the skin kinda hangs down on one eye?

Is it poor muscle control or someting else it's not just the lid it's underneath too?

IT, sounds like over-lapping of the skin  is a muscle-condiction, my friend little son was born with this condiction, you need to go see your  DOC,, he nows wear a pair of glasses, and it too  is a little noteticiable, not that much, good luck  peace-out.
