it is somme "henné" tatoo.

It's henna, used a lot also in North Africa and there are a lot of N. Africans in France. Even little girls have their hands dyed like that at school, my 5 year-old's classmates. One was really proud and showing it to me...

It's actually quite cool when it's done with the full dress. It also give hair a cool red color and makes it soft.

It's more like a temporary tattoo mainly used in india cultures. I believe its called "Henna".
