There's an urban legend that says a guy named Jay got killed doing this and the family sued the driver, but the driver wasn't at fault because he proved he didn't have time to stop in time. Don't know if it's true, though.

  10. It's crossing the street without the crosswalk, without the traffic light at red so it's safe to walk, and it's something that people do on a daily basis cause nobody really gives a ****. :)

I am guessing that this is not a traffic violation question since it is in the Celebrities section.  On the "Late Show with Jay Leno" Jay walks down the streets of Las Vegas (where it appears everybody is intoxicated) or Los Angeles (where everybody seems incredibly unaware of the world around them) and asks people questions.

    These questions are usually about current events or U.S. history and he films the dumbest people's answers.

    Therefore Jay Walking is a bit on the Late Show (on NBC) where Jay Leno walks down the street asking questions.
