The best place to live in Panama City for me is Costa del Este.  The area is well planned out, the infrastructure is brand new, and state of the art.  However it's the most expensive area in town as well.

I recommend you use a licensed realtor, as they can connect you with attorneys in case you need to develop an offshore strategy in case you need it.  Most of them speak English.  For schools if your children don't speak English, there's only one school that will take them, the International School of Panama.
