  1. It is when two sides of a disagreement get together to discuss with a neutral 3rd party, and the 3rd party helps them come to a comprimise.


  2. Locally, a judge is appointed or hired to settle a matter.

    This can be either binding or nonbinding.  Ask.  Sometimes you are asked to sign a paper to agree to their terms.  Therefore, when you sign this paper, you are agreeing to comply with the binding decision of the judge if it is listed as binding.

    If it is binding, then that means you have to comply with their decision.  If it is not, then it is optional.
