  1. It's the switching mechanism that interrupts the flow of current to the light so that it blinks. It also helps remind you that the signal is on.


  2. On some cars it is the turn signal flasher as it make and breaks the circuit. On other cars it is an amplifier so that you can hear it better. And some some cars you can't hear it at all because the manufacturer muffles it to make the car sound refined.
