  1. that when the military take over (to run the city or country) because the govt is broke and non functional. under some kind of order is restore (govt) the military will run the city or country under military rules.

  4. It is the system of rules and laws that go into effect when the military takes over the administration of justice.  Martial Law is implemented most often during periods of war or significant civil unrest when there is no functioning legal or justice system.  

    For example, if there was a significant disaster in a particular country and the civilian legal system stopped functioning because either: there were no police officers, no Courts, or no jails.  The military would likely step in and act as law enforcement officers, as judges and as juries.  However, Martial Law allows them to make the rules and they could easily impose curfews, suspend certain legal Rights, like the Right to challenge your detention such as Habeas Corpus.
