  1. if you hunt migratory birds (watefowl, like ducks)  you must follow federal laws (because the birds live part of their lives in one state, and part in another, hence each state can't do it's own thing, they must all defer to the federal government when dealing with animals that travel across so many imaginary lines on a map)

    federal law requires you to have a gun that can hold no more than 3 rounds for hunting migratory birds.

    Most pump shotguns and semiautos can hold 4 or 5 or 6 shells, which is great for pheasant hunting, but illegal for duck.

    What people do is open up the magazine tube and insert something that partially fills the magazine, so only 2 rounds can be inserted once the gun is reassembled.

    That is 'plugging' a shotgun


  2. Texas Pride has it right..... The idea is this.... Some areas of the USA have regulation on how many cartridges your shotgun can hold while your hunting.... Many places only allow you to only have 3 cartridges in your shotgun,.......

  5. Pump and semi-auto shotguns often have a 5 shot capacity but state and federal hunting regulations limit the capacity allowed to 3 on certain (mostly migratory) birds. So a wooden or plastic plug is put into the end of the magazine tube.

    It is a violation of an unconstitutional (yet nonetheless upheld) federal law that says that your shotgun cannot hold more than 3 shells in its magazine while you are hunting migratory foul. No, Congress was not content to say that you could not insert more than 3 rounds, they said your gun must be incapable of more than that. So, inserting this plug makes it impossible to load more.

    Nevermind that you can take it out in about 15 seconds, because according to Congress, this will not happen. Oh, and somehow this affects interstate commerce, and/or is one of their self-granted "expanded treaty powers" because they entered an agreement with another country to collaterally infringe upon states' rights.

Plugging means to place a wooden dowel or plastic rod in the magazine of a semi-auto or pump shotgun which limits the number of shells it will hold.  This is done to be in compliance with the restrictions that are placed on the number of shells a person can have in their shotgun when hunting migratory birds
