Water vapour requires a non-gaseous surface to become liquid from a vapour stage.Cloud is formed in this way only, when water vapour condenses on what is known as condensation nuclei(which are dust,salt or smoke particles already available in the atmosphere) to become water droplets which combine together to form cloud.The concept of cloud condensation nuclei has lead to the idea of cloud seeding that tries to encourage rainfall by seeding the air with condensation nuclei appropriately.Silver iodide,dry ice(frozen CO2) are the chemicals used for cloud seeding.Sal is also used as condensation nuclei.

Clouds are made of ice crystals and the dust grains they collect around.  Cloud seeding is when salts are entered into the clouds, which increases the melting point of the trapped ice and allows it fall as liquid rain.

Imagine the ice on your sidewalk, salt increases it melting point and it melts, clouds will do the same.

It means that they fire up dry ice (or some other chemical) into the clouds.  It's supposed to make it rain.
