  1. They needn't be mutually exclusive - the one provides short-term opportunities, while the other is progressively more important.  Why not one leading in to the other?

  3. Brazil, like most developing nations, would love to do both. But as President Cardoso said back in the 1990s, the country often faces "Sophie's choice" when it comes to investment decisions, because of its limited federal budget.

    In the end, the Brazilian people will have to force their leaders to make the decision that they believe is best for the country. Obviously, soccer is the national pastime and wins lots of votes. So securing the World Cup in 2014 would be a major political coup for any aspiring politician.

    But until the citizens of Brazil hold their leaders accountable for the decisions that they make (or fail to make), o Brasil sempre será o país do futuro...
