What is my failed obligation to Philippine Department of Foreign Affairs?

I took my daughter to Philippines when she was five years old using a Papua New Guinea Passport (I am a filipino citizen, her mother is a PNG citizan). Now she's almost 18 and she wants to go home due to death of her brother (my son). Since she came to Philipiines, i never renewed her visa. Can she just buy a plane ticket and go home to PNG or does she have anything to settle to the Philippine government before she can fly home?

She needs to get a new PNG passport fromn the PHG consulate and she will need to settle issues with the Philippine government for overstaying multiple years.
