It is like joining a elite club with which dictates terms to the non members.USA is the chairman and the other members are the executive committe members.They will not supply the rawmaterial produced by this elite clubmembers to others countries so that they can bully others with nuke power and at the same time safegaurd from some fanatic country that could misuse it.The world knows that India is a respectable nation and has the making of a superpower.USA is bent on wooing India as India in the past has proved to be the best ally and friend of the then USSR and IS STILL A GOOD FRIEND OF RUSSIA. India is a responsible country and would not sign if there are certain clauses that would enable any country to peep into our kitchen or bedroom(defence preparations).Is it clear now?
