Actually its an part of ip addressing in networking the on bit belongs to the network and the off bit belongs to the host so 1 belongs to network part of an ip address and 0 belongs to host part of an ip  address like:-

192.168.1.1<<<ip

255.255.255.0<<subnet mask here we have 24 on bit and that belongs to network part and 0 belongs to host part and it has 8 bits off
