  1. permafrost is year round frost. the temp of the soil never reaches above 0c (32 f)

    the problem is that plants grow much more slowly in cold climates and some dont grow at all due to the ice on the ground

    Problems range from movement in the soils caused by the freezing and unfreezing near this top-layer of icy soils. Both, above and below this top-layer, the various freezing rates and amounts of moisture contents in the soils expand and contract seasonally, creating frost heaves, marshy tundras, and so on, that make it difficult to place permanent structures, roads, piping, etc; as these items rely on more stable soils for better longevity and fewer cracks, pot holes, etc.
