What is primer?????????????

i have to put on conceler becasue i have a but of acne and undereye circle and someone told me to get primer.what does it do and what order in my makeup rountine does it come in.thanks!!!

oh and what is the best afordable primer?possibley a comon brand thats at every drugstore!?thanx
