What is procedure for a cocktail server to pay out manager and others?

so where my sister works now (she is asst. manager and takes no tips herself) there is a manager that takes 50% or more of her servers tips. the servers are leaving with maybe $30-$40 a night, while this managenment brags about making several hundred a night in tips! trust me the bar makes tens of thousands a night! it is a vip lounge! with a $5000 a yr. membership. also she have an issue where one of the bartenders said he got a $10,000 tip! and ran the charge thru not once but twice! the charges are being contested of course! it just so happened that this employee had a b-day the next day and he and the other employees envolved left for vegas to party! the 3rd employee not envolved was given a portion much to his surprise at the end of the night.. he eagerly went out and bought his new child necessary nursery supplies and when told the tip was contested he brought back the balance asking what was he to do!!! while those attending the vegas b-day bash say it's not their problem.

  1. Managers should not be taking tips.  Your sister and all the servers need to contact the owner of the establishment.  Your sister may also want to start looking for another job.  Sounds like it is only a matter of time before the government steps in to look at fraud, embezzlement, and other issues.  Meanwhile, tell the servers to start pocketing ALL the tips.  The manager can't fire all the servers at once.  As for the crooked bartenders, fire them.
