It is not fair to call it a scam. It is a way to earn some fast cash. It is much better than those survey sites. But in fact it is not necessary to pay the membership fee to take the course. People refer you to the program because they can get $2 for your sign up. You can read this article for some detail about it:

To someone: if you never try a program, please don't simply judge it a scam. At least you should add a "maybe".

I know a lot of people spam here, but spam is not equal to scam.
