    I would consider what is common with nation wide news presenters "neutral". Many news casters come from Nebraska

    A neutral accent is when someone has no specific accent.

    Example,

    Bostonians have a Boston accent while people in say Colorado don't have an accent. They talk "normal".

    were a mixture of everything..

    mix american, scottish, french, native american accents.. and you get canadian accent..

    im pretty sure alot of people think canadians speaks with the same accents as american..

    but trust me, its pretty different..
