It certaintly is not a abbereation in any of the pokemon handbooks. I have never even heard of it before I was on this site whenever people mention it I just give my best advice about levels weakness and powers.

  1. evultion training

  2. evs are Effort Value and DV/IV is Individual/deter values. ev training makes ur pkmn uber strong. 4 EVs in one stat equals one stat point. so if u kill 4 pokemon that gives 1 sp atk EV, then u lvl up, u will get +1 special attack. if u kill a lot then u get mroe EV. once, i got my luigia to get +18 sp atk from just 1 lvl up. each pokemon can only have a total of 510 ev. and only 255 ev in ONE stat. so u can  max out like only 2 stats i think. but when u max out those 2 stats, those two stats will get like CRAZY high. and protein and those stuff each give 10 evs. but u have to be careful on distributing them cuz if u mess up, then it wont be that strong. and u have to look up specific guides for EV training and which places u should go. lvling up ur pkmn with rare candy doesnt give any ev, so if u trained ur pokemon to 100 from lvl 5, instead of rare candying it, the trained one has higher stats.

  3. "EV is short for  Effort Value .  Every time your pokemon wins a battle and gets experience it gains an EV point in specific stat?  Which stat does the pokemon give a point in?  Well, I will not be answering that here, there is another guide dedicated solely to that purpose and to post it would be a waste of my time and theirs.

Okay, so each pokemon gives a point.  What do these points do?  Well, when you get four in a single stat, that stat will increase by one extra when you level up.  SWEET!  That means I can fight a million Bidoofs and give my Mewtwo 250,000 HP?  Well, no, unfortunately.

There are limits to how many EV points you can get, and this is why people EV train.  Altogether, you can only have 510, and a single stat can only have 255. Why waste those points in stats you are not going to use?  My Gyarados doesnt know any special moves, so why waste the points there?  I will put them all in to attack instead.  Using EV points, you can give two stats a bonus of up to 63!"

The explanation continues, but you get the idea.
