What is "Rare" scotch?

Some brands, like J&B, refer to the drink as "rare" scotch. Is there a meaning to this, or are they using it as an ad? There are a couple of very cheap brands that I have seen that also say rare on the label.

  1. it's a cheap advertising ploy.  to please a scotch drinker, buy a   single malt, preferably 12 yrs. old.  McCallan, glenfidditch,Glenlivet,ballantines are all good.
