  1. A child or children residing with a family member who is providing care for them in place of the parents.

Kinship Care is when a child is removed by the state and placed in the care of relatives.  Think of it as "relative foster care" in a sense.  The child is still considered a ward of the state but rather than being placed with strangers in a foster care situation, he/she is placed with family members.
