I'll make the assumption of raw water treatment in a waterplant setting since industrial applications would call it supply water or a wastewater treatment process would call it raw sewage.

Raw water is water taken from from a river, not a lake, and is pumped into primary basins. These basins slow the water down. Polymers, sometimes chlorine, maybe potassium permanganate for taste and odor control; is added to the water. The polymers attract silt particles together and these settle out. The chlorine is just one step in the disinfection process. Potassium permanganate turns the water a purple color while it oxides the water, it will have a brown tinge when done.

This primary treated water has had 99% of the silt removed and is ready for secondary treatment.

In simple terms raw water treatment is the process of altering the physico-chemical or biological characteristics of a source of water by employing such methods that makes it suitable for it's intended use, say for human consumption, domestic use, public use, industrial use etc. There are various methods of treating raw water depending on it's characteristics before treatment and the desired characteristics after treatment for a particular use. Sedimentation, Coagulation, Filtration, Disinfection, Softening, Colour & Odour removal are few raw water treatment methods.
