does my filipina wife need to go to malacanang palace for red ribbon before she can apply for her settlement visa to come to england

  1. I know nothing of Malacanang, but she does need to attend the seminar given by the Commission on Filipinos Overseas.  They will stamp her passport after the seminar is over.
